Developing a competitive bid starts with clear thinking, realistic commitments, and a structure that makes it easy for evaluators to see your strengths. We help you build a confident, grounded strategy from the outset — including shaping your offer, identifying risks, clarifying delivery assumptions, and ensuring every part of the submission works together.
Our support combines sector experience, practical delivery insight, and a calm, structured approach. We help you focus on what matters, strengthen areas that need more evidence, and present your plans in a way that is both credible and clear.
Winning a public transport tender requires more than well-written documents. Bidders must demonstrate capability, reliability, value for money, and a realistic approach to operational delivery. We help you show evaluators exactly how you will deliver safe, efficient, customer-focused services, backed by data, governance, and practical experience.
We work closely with your teams to refine method statements, strengthen narratives, develop robust delivery plans, and ensure every response aligns with the specification. Our aim is simple: to help you submit a bid that is easy to understand, technically sound, and competitively positioned.
Social value is now a core part of transport bidding. Customers, communities and investors expect operators to demonstrate clear commitments to social impact, environmental responsibility, and long-term community benefit. These expectations are reinforced by the Procurement Act 2023, which requires all UK public sector departments to include social value in their evaluations.
We help operators respond to these expectations in a practical, commercially sound way. Our approach focuses on identifying meaningful commitments, shaping deliverable actions, and embedding social value throughout the bid — not as a standalone section, but as part of the wider story about who you are and what you will deliver.
Our experience allows us to bring forward realistic, cost-effective ideas that reflect local needs and align with your delivery model. We also help clients demonstrate compliance, show measurable outcomes, and present a credible case for long-term community benefit.
We work with clients to define a social value approach that fits the realities of public transport operations. This includes identifying priority themes such as employment, skills, local supply chains, accessibility, inclusion, and community engagement.
We translate these priorities into commitments that are proportionate, achievable, and aligned with PPN 06/20 themes. We also support internal teams to understand their responsibilities and ensure social value is reflected in operational plans, staffing strategies, and stakeholder engagement.
Successful bids require clear evidence of how social value will be monitored and delivered. We design practical measurement frameworks, KPIs, and reporting structures that make it easy for operators to track progress from day one.
This includes aligning with recognised methodologies, identifying data sources, and developing simple reporting tools. Our aim is to ensure your commitments are not only credible at bid stage, but manageable in practice.
Sustainability is now a core business driver. Operators are expected to show how they will reduce environmental impact, support long-term resource efficiency, and contribute to wider decarbonisation goals.
We help clients embed sustainability into their bids in a way that is grounded in operational reality. This includes developing clear environmental commitments, integrating sustainability into delivery plans, and ensuring all claims are supported by evidence and achievable timelines.
Our work reflects Surbon Consulting’s broader approach: practical, proportionate, and focused on outcomes that matter to customers, regulators, and communities.
We help clients identify the steps needed to support Net Zero targets, whether through energy use, fleet transition, waste management, environmental design, or operational efficiency.
This includes shaping environmental strategies, writing bid content, and ensuring commitments align with local policy, national requirements, and the expectations of public transport authorities.
We provide advisory support to organisations exploring new contracts, franchises, or market opportunities. This includes assessing commercial and operational fit, understanding regulatory expectations, and identifying where you are most competitive.
Our advice is grounded, clear and tailored. We help you make informed decisions, reduce risk, and focus efforts where you are most likely to succeed.
We support bidders with structured, organised bid management that keeps the process moving smoothly. This includes setting up governance, coordinating contributors, managing timelines, tracking actions, and ensuring compliance with all tender requirements.
Clients value our steady, calm approach — especially during high-pressure periods. We help teams stay focused on what matters and ensure every section of the submission is delivered to a high standard.
Clear, concise writing is essential for a strong submission. We produce evaluator-friendly responses that are accurate, easy to follow, and grounded in evidence.
Our work includes method statements, technical submissions, management plans, operational strategies, and customer experience content. Everything is written to reflect your strengths and meet specification requirements while remaining realistic and deliverable.
